The lecture will illustrate the case of a strategic plan for the urban region of Milan, one of the most dynamic European cities. This was realised in the period 2004-2009 by the Province of Milan with the technical assistance of the Department of Architecture and Planning of the Politecnico di Milano. The planning process was based upon an experimental and exploratory approach which tried to link top-down visions and descriptions of the urban region with a bottom-up participation from grass-roots organisations, associations, groups of municipalities.
